The European Union is very concerned about climate.
But its concern is not principally about the scares emanating from the assumption-driven (Malthus in/Malthus out) studies regarding man-made climate change. The EU’s leaders fear that the Old Continent’s self-declared “leadership” in the “world war against climate change” might not be joined–and thus will be rendered ineffective in the global context. And the politicians know that all-pain/no-gain climate policy will increasingly trouble the voters, who must be placated.
This is a bitter pill given that the U.S. presidential elections brought into office the environmentally oriented Barack Obama and the alarmist dream team (Carol Browner, John Holdren, etc.). Europe felt like its efforts to curb emissions would enter a new phase, where the rest of the world would have progressively joined forces and leveled the playing field on pricing carbon emissions. For Europe, that would have meant shrinking the competitiveness gap that is created by its higher energy prices, as well as gaining a competitive advantage in the newly formed carbon markets. (The EU Emissions Trading Scheme, which has been active since January 2005, is the largest functioning carbon market in the world).
The Asian-Pacific Economic Cooperation (APEC) meeting last week, though, made clear that such countries as the U.S. and China are not willing to spend too much on reducing emissions, at least until the global recession is over. The compromise that was closed thanks to the Danish Prime Minister, Lars Rasmussen, who flew to Singapore for this reason, says that the conclusions of the Copenhagen meeting will be “politically binding,” but not legally binding. That means the December negotiations will lead to writing a lot of hot air, but few facts. (Incidentally, one wonders whether Mr Rasmussen’s trip, vis-à-vis the result he secured, was carbon-efficient…).
From the European point of view, the looming failure of Copenhagen is a double defeat, both on the methods and the substance that the Old Continent has been pursuing for years. As to the methods, the “pact” between the US and the Chinese Presidents displaces the milestones of the EU’s would-be “multilateral” approach. On the one hand, the relevant decision is made before the UN-sponsored meeting, and between a limited number of actors. So, no multilateralism here. On the other hand, the joint decision is actually a consequence of domestic decisions – Beijing believes economic growth is more urgent than emission cuts, and Washington has other political priorities (healthcare reform) and economic priorities (getting out of the recession), which leave little room for a climate bill to be passed. As a consequence, what is discussed in the international meetings is not, as the EU would dream, a global agenda to fight global warming, but, at most, some minor measures to coordinate domestic policies that would be undertaken anyway, although in slightly different forms.
There is also a more substantial issue that the EU member States will have to address. The EU has passed a directive that mandates emissions be cut by 20% below 1990 levels, and renewable sources of energy rise to cover 20% of the total energy consumption, by 2020. Under the directive, the emissions reduction target should be raised up to 30% if a global agreement is reached. Moreover, environmental ministers signed a commitment to cut emissions by 80-95% (that is, down to almost pre-industrial levels) by 2050. That means that Europe has to undertake a major effort to change its energy and industrial systems, whatever happens in Copenhagen. If competing economies do not follow the same road, the competitiveness gap is likely to increase, weakening the EU’s economy in the worst moment of the recession and creating an incentive for the energy-intensive industries to delocalize. Once the risk of widening the gap is factored in, one easily understands why the Italian and German confederations of businesses called on their own governments not to aim too high on climate. “Growth and employment are endangered, if the European industry is to shoulder further costs due to callow rules for emissions trading”, Confindustria and BDI wrote in a joint statement .
What strikes one the most is the apparent lack of understanding in Europe of the most recent trends in emissions. After a long trail of growth or moderate reductions in European emissions, in 2009 emissions will decrease substantially because of the recession. But if one looks at the medium run, one realizes that – despite the economic downturn and the existing and planned policies – Europe will hardly meet its own targets by 2020 http://www.eea.europa.eu/publications/eea_report_2009_9 , as the following figure shows:

The graph, which is from the European Environment Agency, suggests that, even under “optimistic” assumptions (*), it will be unlikely to cut emissions by 20% by 2020 (leave aside the more ambitious goal of cutting emissions by 30%). The reason is very simple: for capital-intensive industry such as the energy and energy-intensive industries, the time span from now to 2020 is a relatively short one. There is no time to make such a substantial change in so few years, at a reasonable cost. Despite the myth – that the European Commission itself propagates – that green investments are profitable even in economic terms, there is a widespread perception that that is not true. In fact, if green investments were a good deal, you wouldn’t need to force businesses to put their money where your mouth is. After all, the World Energy Outlook 2009, which has just been released by the International Energy Agency (which is strongly supportive of the Copenhagen green agenda), claims that “the cost of the additional investments needed to put the world onto a 450-ppm path is at least partially offset by economic, health and energy-security benefits”. If you translate it into plain English, “at least partially” means that green investments would have a negative rate of return.
(*) Optimism is in the eye of the beholder: European officials believe a scenario of emissions reductions is “optimistic” because it implies less environmental impact. I believe it is actually a pessimistic scenario, because the lower environmental impact is just presumed and related to a distant future, while less emissions imply immediately and almost certainly slower economic growth – that is, less wealth and jobs.

I have a gripe about figure one: The apparent decline of European Emissions since 1990 is almost certainly confined to Nations from the Former Soviet Union and the old Bloc. I know of no Western European Country that has had declining emissions since then but I do know that a dramatic decline in emissions just happened to occur when the Soviets couldn’t prop up their failed system anymore.

Perhaps you’re in contact with Carlo Ripa di Meana, president of Italia Nostra, Italy’s largest conservation organization, who worked with hundreds of people to host a two day conference last March in Palermo to discuss The Landscape Under Attack. The keynote speaker was Valery Giscard d’Estaing, former French president. He was joined by Sicilian president Raffaele Lombardo and many other politicians, economists, environmentalists, and scientists–all concerned about what the EU’s carbon policies were doing to the Italian–indeed, the European–landscape, particularly as it justified the deployment of sprawling renewable energy plants.
The conference produced the Charter of Palermo, calling for the EU to take immediate steps to protect the European landscape from such development and urging delegates to Copenhagen not to plunge willy nilly into support for technologies that “are not the right solution” to the problem.
The crafters of the Charter of Palermo, as quoted by J. Boone above, almost connected all the dots with their statement. The final step would have been to state that “the problem” has been overstated. Which problem is “the problem”? As Climategate unfolds, the problem may be revealed to be man made global warming data rather than man made global warming.
You’re right, Charles. The people at Palermo were mainly concerned about stopping the runaway charge of industrial wind. I gave a presentation there, applauded by many, engaging just your point. The conference leaders sought rapprochement with those organizing the Copenhagen agenda. Pointing out that the entire reason for Copenhagen is fraudulent would have been the veridical truth. But it unlikely would not have gotten much political traction.
As for Andrew’s comment about no countries in the EU experiencing a decline in carbon emissions since 1990, with the exception of the Soviet Union and Russia (because of the economic drift that resulted from the dissolution of the Soviet Union), he’s likely correct–all things considered.
In the production of electricity, Denmark experienced a 6% reduction in the use of fossil fuels, made possible almost solely because of increased importation of Scandinavian hydro. Germany has cut its fossil fuel use in electricity production by about 3%. However, it also cut its nuclear generation by 7% while substantially increasing use of biofuels. It’s therefore not clear whether Germany has actually reduced emissions of greenhouse gasses in its overall production of electricity. Spain, of course, continues to spew CO2.
When most factors are accounted for–electricity, transportation, heating, along with a few others–the EU nations are indeed likely to have increased their carbon emissions, while few have even come close to meeting their Kyoto quotas.

Looking into the national comparisons of CO2 output for a note published a couple of years ago I found that: “. . . .the treaty seem[s] to have little positive effect among its signatories, [but] the EU collectively has done worse than the US at controlling CO2 emissions.
Between 1997 and 2004, based on US Department of Energy data cited earlier, the US CO2 output rose by about 6.6%, less than one percent annually and about one fourth the rate of US economic growth in that period.
In contrast the “core” EU countries, those that were members before the fall of Communism showed an increase in CO2 output of 11.3%, about 1.5% per year, and almost three quarters of their rates of economic growth. Only the inclusion of the former communist countries, East Germany, Poland, Hungary, Czech Republic, Slovakia, Romania, Bulgaria, Estonia, Latvia, Lithuania, make the EU look like a good world citizen.
. . . . it is no surprise that the collapse of the communist model would lead to lower energy use in those countries once EU technology and investment became available to these countries. The difference is stark. The EU, including the former Eastern European countries, saw its CO2 emissions rise just 4.2% from 1997 to 2004. CO2 production in all of the new EU members was distinctly negative over that period (-6.4%). Among the “core” EU members, only Denmark produced less CO2 in 2004 than in 1997.”
In fact, between 2000 and 2004 every EU member, except Ireland and Cyprus increased CO2 output per person, most at higher rates than the US.
Thanks for providing these clarifying emendations, Donald. I had known that, by 2007, the US produced slightly lower emissions than did the EU, even the newly constituted EU. And I had known that the inclusion of the former Soviet Union countries from eastern Europe accounted for the “reductions” in the rate of EU carbon emissions from 1997-2004. But your comments here enlarged my understanding. We knew that European cap-and-trade policies did not achieve their goals. But this was always accounting legerdemain, not reality. By examining machine performance, you force people to regard reality.
Perhaps you’ll consider expanding your ideas in a short paper. Such an analysis is particularly timely, given claims made by the renewable crowd about how renewables are contributing to EU greenhouse gas reductions–exemplifying how they would transform North America. These are false claims, which are now made at the highest levels of government.
Europe, with its failed cap-and-trade schemes and over 60,000 huge wind turbines and sundry solar operations that have not produced meaningful carbon offsets, should serve as an example of what not to do here. It’s not just failed policy; it’s also failed technology, as Kent Hawkins and others are showing.
